You can't install the application on Windows 10 because it's most likely discontinued. I've tried to access its official website, but it never loads completely to obtain the information. Then I used Google Search in hope to find an answer, but it doesn't exist mainly because the product isn't supported anymore.
You can try launching the software in Compatibility mode. Right click the EXE file and go to Properties > Compatibility. Choose a previous version of the software from the list and run it this way.
I can open the file, but the scale will not open? What can I do to fix this?

There is a user guide you can use to learn how to mark up files. From my understanding, a PDF file needs to have all the security permissions set to allow before you can apply editing.
No, Vu360 does not support Windows 8 but it has been developed for Windows 7 on both version (32 and 64). The simplest way to do right now is to download the application and install it in compatibility mode. Download the application from its official website then right click the installation package and select Troubleshoot Compatibility. Choose Windows 7 and finish the installation. It should work this way.
